What the source says
The Notice of Furnishing is required only when the owner has filed a Notice of Commencement. It is NOT required on owner-occupied 1-2 family residential projects, and NOT required if no Notice of Commencement has been filed. On projects where it applies, serve the Notice of Furnishing on the prime contractor and owner within 21 days of first furnishing labor or materials. Late service limits the lien to labor or materials furnished on or after the 21-day lookback period before service.
