OSHA PSM vs EPA RMP: chemical threshold quantities side by side

Side-by-side comparison of threshold quantities for hazardous chemicals regulated under OSHA's Process Safety Management standard (29 CFR 1910.119 Appendix A) and EPA's Risk Management Program (40 CFR 68.130). Each record is one chemical with the threshold quantity in pounds that triggers obligations under each program. Many chemicals appear on both lists with different thresholds — chlorine is 1,500 lbs under PSM and 2,500 lbs under RMP; ethylene oxide is 5,000 lbs under PSM and 10,000 lbs under RMP. EPA has ~27 chemicals not on the OSHA list and OSHA has ~79 not on EPA's. Answers 'is [chemical] covered by PSM, RMP, or both?', 'what is the threshold quantity for chlorine under each program?', and 'which chemicals have different thresholds under PSM and RMP?'
