About this data

State-by-state comparison of legally mandated minimum staffing levels for nursing homes (skilled nursing facilities). Each record is one state with the total hours of nursing care per resident per day (HPRD), the RN-specific HPRD minimum, the CNA-specific HPRD minimum, the RN coverage requirement (hours per day), and the statutory citation. The federal CMS minimum (3.48 HPRD + 24/7 RN) was REPEALED in December 2025, effective February 2026, and a moratorium through October 2034 was enacted via the One Big Beautiful Bill Act. States are now the only authority. State values are drawn from the Consumer Voice 50-state staffing standards chart (November 2021), except New York and South Carolina, which come from the state agencies directly; state law changes since November 2021 may not be reflected.
