About this data

Cross-program comparison of the two federal reporting thresholds this dataset carries for hazardous chemicals: the CERCLA reportable quantity from 40 CFR 302.4, which triggers release reporting to the National Response Center, and the EPCRA Section 302 threshold planning quantity and Section 304 reportable quantity from 40 CFR 355 Appendix A, which trigger emergency planning and release notification. A chemical on both lists carries both numbers side by side — chlorine's CERCLA reportable quantity is 10 lb and its EPCRA threshold planning quantity is 100 lb — and a chemical on only one list carries only that programme's number. Answers 'what is the reportable quantity for [chemical]' and 'is [chemical] an extremely hazardous substance under EPCRA'. Two further programmes are named in the source list and are not carried here yet, so no record shows them: the Clean Air Act Section 112(r) threshold quantity (40 CFR 68.130, the risk management plan rule) and the lowered EPCRA Section 313 reporting thresholds for chemicals of special concern (40 CFR 372.28). Section 313's ordinary reporting threshold is deliberately not a field here: 40 CFR 372.25 sets it programme-wide at 25,000 lb manufactured or processed and 10,000 lb otherwise used, so it is the same number for every chemical. Only the lowered thresholds in 40 CFR 372.28 vary by chemical.
